Long-term institutions in the Northeast influence fisheries at national, state, and local levels. Management institutions include the NMFS Northeast Fisheries Science Center and Greater Atlantic Regional Office, the New England and Mid-Atlantic Fishery Management Councils, the Atlantic States Marine Fisheries Commission, state departments of natural/marine resources, and local harbor/fishing commissions. These create fishing regulations and/or conduct fisheries research. Political institutions include the US Congress, state congresses, and local town councils and mayors. These pass laws that affect fishing, waterfront usage (including docks and boatyards) and fish marketing (including fishmongers and community supported fisheries). Private environmental institutions are national (like Environmental Defense Fund or Oceana), regional (like Conservation Law Foundation or Gulf of Maine Research Institute), and local. These work to protect oceans and/or fishermen through lobbying efforts and research.
